Author Topic: Air Canada 166 declares PAN-PAN due to low hydraulic pressure (CYOW, Ottawa)  (Read 22824 times)

On June 30, 2014, Air Canada 166 declared a pan-pan because of low hydraulic pressure. It was actually delayed in departing Vancouver, but the pilot advised Ottawa Arrivals of the issue prior to landing.

Affected flights inbound to Ottawa were: Porter 274, WestJet 370, WestJet 225 and United Express 4304.

At the bottom of this post, I've attached an audio clip close to 18-minutes in length. The reason for the long audio clip is because I wanted to highlight how other Controllers coordinated the affect flights that were inbound to Ottawa.

22:49Z [18:49 EDT]: Air Canada 166 (ACA166) checks in with Montreal Centre Concordia Sector. Montreal Centre assigns runway for landing and inform the current ATIS.

22:54Z [18:54 EDT]: Montreal Centre Concordia Sector handoff ACA166 to Ottawa Arrivals.

22:55Z [18:55 EDT]: ACA166 checks in with Ottawa Arrivals

22:57Z [18:57 EDT]: ACA166 declares pan pan on a low hydraulic pressure and requesting emergency vehicles for assistance. The were requesting a hold at waypoint at XOLTI before doing the approach.

23:00Z [19:00 EDT]: Ottawa Ground relaying information to "Red 1" (fire truck/emergency vehicle) and request standby position.

23:01Z [19:01 EDT]: Ottawa Ground request "Birdman" to do an inspection on Runway 25.

23:02Z [19:02 EDT]: Ottawa Ground relaying additional information of the situation to Red 1.

23:04Z [19:04 EDT]: Various Red vehicles reporting their standby position to Ottawa Ground.

23:04Z [19:04 EDT]: (Conversation in Progress) Montreal Centre Thurso Sector requesting POE274, following the RIVER STAR, to reduce speed even further because of possibility of delays in landing.

23:05Z [19:05 EDT]: (Conversation in progress) Montreal Centre Concordia Sector instructs WJA370, following the CAPTAL STAR, to slow down. Several seconds later, the Controller provides a reason.

23:06Z [19:06 EDT]: ACA166 advises Ottawa Arrivals that he is entering the hold.

23:08Z [19:08 EDT]: WJA225 checks in with Montreal Centre Thurso Sector, following the RIVER STAR. Controller advised the pilot of possible delays into Ottawa.

23:08Z [19:08 EDT]: (Conversation in progress) WJA370 checked in with Ottawa Arrivals. Controller advises of emergency situation and gives holding instructions.

23:10Z [19:10 EDT]: (Conversation in progress) Holding clearance time for ACA166 extended to 23:20 (additional five minutes).

23:12Z [19:12 EDT]: Montreal Centre Thurso Sector handsoff POE274 to Ottawa Arrivals.

23:12Z [19:12 EDT]: POE274 checked-in with Ottawa Arrivals with assign speed. Controller advises the possibility of squeezing him in for the approach. Instructions were later issued.

23:15Z [19:15 EDT]: "Security 207" makes request on their positioning with Ottawa Ground.

23:16Z [19:16 EDT]: (Conversation in progress) Holding instruction cancelled for WJA370, but was instructed to remain on the STAR.

23:17Z [19:17 EDT]: Usual approach instructions given to POE274 and WJA370, respectively, as the Controller was squeezing these two flights into Ottawa before ACA166.

23:18Z [19:18 EDT]: Ottawa Ground updates Red 1 how much longer before ACA166 will land.

23:19Z [19:19 EDT]: Montreal Centre Thurso Sector issues holding instruction at waypoint THURO to WJA225 and the reason for the delay.

23:20Z [19:20 EDT]: Ottawa Arrivals gives instruction to ACA166 for a turn (most likely the base turn for Runway 25).

23:21Z [19:21 EDT]: Ottawa Ground advises Red 1 that ACA166 is on a 12-mile final, number 3 to land (POE274 and WJA370 are ahead).

23:21Z [19:21 EDT]: Ottawa Arrivals give ACA166 approach clearance to Runway 25.

23:21Z [19:21 EDT]: (Converstation in progress) ASQ4304, following the CAPITAL STAR, was told by Montreal Centre Concordia Sector to reduce speed and a hold might not be required at waypoint LANRK.

23:22Z [19:22 EDT]: ACA166 double checking that they are cleared for the approach.

23:22Z [19:22 EDT]: Ottawa Ground request Red 8 to reposition itself to allow a departing aircraft to wait at taxiway F. The Controller also updates that ACA166 is number three to land.

23:23Z [19:23 EDT]: WJA225 advised Montreal Centre that he is entering in the hold.

23:26Z [19:26 EDT]: ACA166 checked in with Ottawa Tower. Landing clearance given and pilot tells Controller of its intention after landing.

23:26Z [19:26 EDT]: Ottawa Ground relays pilot's request to one of the Red vehicles.

23:26Z [19:26 EDT]: Montreal Centre Thurso Sector tells WJA225 that the holding is cancelled and to resume arrivals.

23:27Z [19:27 EDT]: Birdman advises Ottawa Ground that he's holding short of Runway 25. A few seconds later, one of the Red vehicles asked the Controller why ACA166 wants to stop on the runway.

23:27Z [19:27 EDT]: WJA225 requests descent. Montreal Centre Thurso Sector gives descent clearance.

23:28Z [19:28 EDT]: (Converstation in progress) Montreal Centre Concordia Sector advised ASQ4304 that Ottawa Terminal is accepting arrivals, but may anticipate a hold close to the airport, and to level off at 15,000 ft.

23:28Z [19:28 EDT]: Montreal Centre handsoff WJA225 to Ottawa Arrivals.

23:29Z [19:29 EDT]: Conversation was barely readable, but one of the Red vehicles requests to follow the aircraft. Ottawa Ground gives clearance to proceed.

23:29Z [19:29 EDT]: Ottawa Tower gives an alternate frequency to ACA166 so that they could speak directly with emergency crews.

23:30Z [19:30 EDT]: Ottawa Ground asks Birdman if he found anything on the runway. Birdman says "no" after completing inspection.

23:31Z [19:31 EDT]: Ottawa Arrival advised both WJA225 and ASQ4304 that the runway is open.

23:32Z [19:32 EDT]: ACA166 on Ottawa Ground requesting to taxi to the gate.
