Delta 1459 makes emergency landing into RIC after a broken captain's windshield.

Hmmm - for souls, he reported "119 plus crew of 4, so it's 123, and uh, 119 total..."

Maybe if the FAA weren't so hard up about going after GA pilots and investigating every emergency declaration with a view towards license suspension, GA pilots would be less reluctant about declaring.

I declared a pan pan once for a stuck gear (turns out the emergency gear lever got displaced preventing the gear from retracting), got a call from the fsdo the following day wanting to check my maintenance records.

Based on some verbiage in a signed employment contract, perhaps the insurance company(ies) only care about 119 of the souls on board? :evil:
I think it was a minor misreading. The aircraft had 113 Pax + 5 crew (ref: avherald). I think he thought the 119 was not including passengers and incorrectly added, then corrected himself.
