I think he was laughing at the fact that mexicana couldn't accept 31L at KK which leaves around 10,000ft of runway available for departure, and basically any plane could get off in that time and its JFK's usual departure point for 31L.  Most likely its company policy to not accept intersections or they didn't have the proper numbers for it, something.

I reall enjoy listening to that controller - "Good night, Great flight". He does get the job done.

I have been hoping he has a nickname like some of the other controllers talked about on here.

I would always respond to his "good flight, great night" with a "nice controlling, keep em rolling" he usualy got a kick out of it.
