More likely an aircraft on the ground is in the ILS critical area

Oh god.  Don't make it more complicated than it is.  There is no conspiracy.  There is an aircraft in the ILS critical area, or they call it the sensitive area.  It is a known and marked area on the airport where ground traffic will interfere with land based radio antennas.  Short version... there is another aircraft parked in front of the glideslope antenna.

NoMad is correct, again totally routine.  Well, not exactly, because normally you would try hard not to have an aircraft in the ILS critical area in when IFR approaches are being conducted.  Not enough in the clip to give a clue why there is one.
