Not that the controller is trying to be disrespectful, but if our wonderful feed volunteer for KLAX happens to throw Clearance Delivery on there, you'll hear a certain controller give out very slow clearances to EVERYONE there, regardless of how well they get it down, English proficiency, or otherwise. It's easily able to see that they are doing it that way for those pilots from other countries where English isn't the primary language, but still. I've heard them take sometimes a little over a minute to eke out "Loop Four Departure, Dagget Transition, Kepec Two arrival, maintain tree thousand, departure frequency one two four point tree, squawk tree seven one one" (bet it took about 5 seconds for you to read that, and less than 10 to recite back in your mind, too!
Yet you hafta wonder why in KLAX's ATIS they say "upon ATC clearance, readback only your callsign and transponder code unless you have a question"...
