Military Attempting to Contact Unknown Rider

This was recorded on guard (121.5, also heard on 243.0). This was directed at "Unknown Rider" who was within the Southern California offshore military training area (W-291). Note:  A "Rider" is military terminology for "a BOGEY that is conforming to safe passage routing, airspeed, or altitude procedures". Based on the speed, it was likely a helicopter. San Clemente is an island about 70 miles west of San Diego that is controlled by the Navy with lots of training activities.

ATC, Military aircraft? Military operator or control?

Military.  He calls himself BIGFOOT which, according to my info, is the callsign for WADS (Western Air Defense SOCC).  I think that's out of McChord AFB in Washington.

That is correct. WADS covers the western U.S. and is part of the Washington Air National Guard, reporting up through NORAD. The BIGFOOT call sign is typically heard here coordinating CAP (combat air patrol) intercepts of aircraft violating TFRs when POTUS is in town. Always fun listening!
