Piper Aztec Gear Failure at Lexington, Kentucky

An Aztec had a gear failure on takeoff at KLEX last night.  I tried to find the audio but to no avail.

Is the time of 2343 in Zulu or local?!

Normally FAA/NTSB reports are in Zulu time unless otherwise indicated by "L" or "Local" after the time. The weather report indicates Z time.
