I happened to catch the first two exchanges on JFK tower, so I followed to EWR tower just in time to hear the next set of exchanges. Thought it might be of interest.

Two different controllers at JFK give the pilot wrong frequencies (in admittedly high workload sitations) before an EWR controller finally gives the correct frequency, making for four frequencies in total. Pilot stays cool.

Simple, he probably contacted JFK on 123.9, which VFRs are USUALLY worked on 119.1 with the arrivals. Same situation at EWR, they USUALLY use 127.85 for their VFR traffic.
