Porter 723 diverted to Williamsport Smoke in cabin (CYTZ - KIAD)

Porter 723, a Dash 8 with 66 passengers and 4 crew diverted to Williamsport PA KIPT on December 28th for smoke in the cabin.
The flight was scheduled from CYTZ to KIAD.


The crew either did not have or could not access approach plates for the ILS-27.


Immigration officials had to be sent in from Philadelphia for the diverted flight.
All souls were safely evacuated and continued later the same day to KIAD.
