First post - after listening to all the great clips for about a month now.
Thanks for the great clips!
What exactly is happening here?  Did she say that they favor DL and AA over CO?

No, she didn't say that.  Something about departure releases into different sectors I think.  When the pilot asked what she was going to do when position and hold is no longer allowed, she said that SFO will have a waiver, as will most major airports.  I believe if the airport can make a reasonable case that field will still be safe with position and hold, the operation can continue.
