Edit: It looks like the Mayday call at 00:58 is in English although hard to understand, I think "Transasia 235, Mayday Mayday Engine Flameout"
The response from ATC sounds like : "Transasia 235 [unintelligible] contact Taipei Approach 119.7" Not sure what she says after other than repeated unsuccessful attempts to contact.

I think the ATC controller said "TransAsia 235 [unintelligible] try again contact Taipei Approach 119.7". Maybe even "TransAsia 235, please try again contact Taipei Approach 119.7"?

Is it normal for controllers to tell a plane with an engine down to contact approach without saying anything else?

Well, it at least shows she understood the emergency and offered an immediate return. She gave the frequency - all other information can wait and be exchanged later on. Swapping frequencies is quick, but saves the extra delay for tower/departure from coordinating and relaying - so speeds up communication for all involved. Also, a single engine failure usually isn't such a big deal, which would prevent a crew from changing frequencies - unlike Sully's double engine failure, where changing frequencies rightfully wasn't even suggested. And when a pilot prefers to stay on the frequency anyway, or delay the approach, he'll surely just say so (no need to ask).

So, yes, that was an extremely brief no-nonsense reply, but not really bad.

Pilot: "Mayday, maday, engine burned out"
Corntroller: "Transasia 235 please return departure  contact approved,  119.7"
