"Ice 6 1 5, two right turns onto Bravo, monitor ground .9"

He was probably still on the runway, so just an easy way to say "take the next right turn, then turn right again onto (parallel taxiway) Bravo".  Ground is (almost) always 121.x, so .9 is short for 121.9, the most common ground frequency.
