Heard this on the Nobbi sector frequency (approach facility for White Plains) while flying home last Thursday. 

Pilot checks in and is given a new squawk code.  He informs the controller that this has been happening a lot and wants to know why.  The controller gives a nice layman's explanation for the requirement to change codes.
