ADS-B is not being used in the airspace around Vancouver. The new technology being used in that area is called Wide Area Multilateration, and has nothing to do with ADS-B.
WAM works off the Mode A/C transponders, and is basically a set of antennas that only determine range, and not direction, therefor you need at least three receivers to triangulate the position of that aircraft.
As far as I know, the only place in Canada to see ADS-B anytime soon is around the Hudson Bay area.
