Hmm yeah somewhere in a shop are the extra bolts to that panel... appears to be a cover for a flap or slat extension motor.

It's a flap track fairing.

"An Atlas Air Boeing 747-400, registration N429MC performing freight flight 5Y-46 from Santiago (Chile) to Miami,FL (USA), was on final approach to Miami's runway 09 about 3nm from touchdown at a height of about 1000 feet, when a flap track fairing about 18 feet/5.5 meters long fell onto the parking lot of the Miami International Mall. The airplane continued for a safe landing."

That's what it's called (I couldn't remember).  At least nobody was hurt, those things aren't exactly small.
