Looks like a Bonanza crashed in a field after snagging a power line. Not sure if there was engine trouble or not. I believe that plane belongs to someone at Davis University, KEDU. Maybe a maintenance trip?

Garden Highway would be off the departure end of the 16s. If he was landing, he would have completely overshot the runway and I-5. In fact, Garden Hwy and Power Line is just north of the Sacramento River. KSMF was landing south all day. If this was between 1:30 and 2:30, that would explain the lack of departures off the 16s, as the sky was clear of any aircraft then..
