Every time A Cathay checks in they have a british or american accent.  Is this because hong kong was once owned by the brits?

It's because they hire American or other nationality air crews who speak English properly.  Has nothing to do with the former Hong Kong British possession.

Cathay also have a large number of Australian pilots. Emirates seem to have the same hiring policy, a large number of the Emirates flights that come into Australia also have Australian, American and English pilots.

Just a "guess" here..

You wrote the message on the 10/Dec/2007 just after 8pm, there is a Cathay Pacific Flight CX828 arriving in Toronto (CYYZ) just before the time you wrote the message.  If you were actually listening to that and got enlightened and write this message, the Pilot Non-Flying (the one who talked to the ATC) is actually a Toronto Local.

I was not listening to the Toronto feed.  I decided to listen to LAX that day and heard CX880 come in.
