That is correct. He didn't even declare an emergency. Tower just asked if he needed to return back to the airport, if he wanted 16R or 34L (which the pilot opted for 34L), started the pattern work for it, and ran into more trouble. ATC then cleared him to land on any runway while clearing someone for takeoff from 34R, then the Citation went down.
