Tail number was N77215. Incident happened at 1850Z, and is available on the KBUR feed archive. If you grab the full 1830Z file, it's about 20 - 23 minutes in.

The feed is down, now. 

I heard that there was very little time between declaration of emergency and crash.  Correct?

That is correct. He didn't even declare an emergency. Tower just asked if he needed to return back to the airport, if he wanted 16R or 34L (which the pilot opted for 34L), started the pattern work for it, and ran into more trouble. ATC then cleared him to land on any runway while clearing someone for takeoff from 34R, then the Citation went down.
