CYYC electrical failure

A couple of flights were able to get in before twilight using the NDB approach, but right now they are diverting to CYEG.
No ILS and no runway lights.
The metar 270146Z 09003KT 1/2SM R16/P6000FT R28/5000FT SN VV006 M04/ RMK SN8 RVR RWY28 5000 FT

Not good timing
