Here it averages about 1 1/2 on 1/2 off although after our third error in March we have been cut to 20 mins off. FrontLine Managers have been instructed to keep all positions and handoffs open as much as possible regardless of traffic. That means almost 2 hours on and a 20 min break. Errors are up, morale is down... they truly don't get it. After an error, the first question asked is "how many were on break?" The FLMs are scared.
1.5 hours on, .5 hours off is the norm. Several places are worse. FLM's have no discretion on assigning work. Everything is driven by the bean counters at HQ who watch the work assignments in real-time. I'm sure the manager's bonus is riding on time on position (TOP.) The HQ people have no idea how to run an ATC facility. All they know is TOP. LH's last sentence is spot on. FLM's are a very scared bunch.
Returning to the subject of sleep. No, you cannot close your eyes on a break. Not unless you open them with an Amen! when a manager disturbs your meditation.
