Hello,

Disclosure: 1 hour ago I didn't know what ATC was. Not sure it is the right place to ask or if it is even a relevant question but I give it a go.

Related to the recent event regarding Edward Snowden and flight diversion of Bolivian president's plane Evo Morales (on 2013-07-02 between 16:35 and 19:55 UTC) I have a question regarding authorization to enter national airspace.

According to this flight plan http://www.flightradar24.com/data/airplanes/fab-001 (check FAB1 seen @ 2013-07-02 16:35 UTC fligh playback), FAB-001 was rerouted to Vienna airport after Italy, Portugal and France apparently refused to let it enter their national airspace.

Are such authorization managed by ATC (centralized or local)?

If so would the archive section of the LiveATC provide some recording of such denial (if there is a receiver obviously)?

Is it possible to know which ATC (airport location) would give the authorization/denial?

I'd be interested in the whole recording as well, given the significance of the whole situation.

Given that there is parts of the recording I am surprised that so far no one has found more

The admins of LiveATC can not provide data for frequencies which are not covered. - Therefore I think it might be most useful to contact Austo Control (Vienna) directly: http://www.austrocontrol.at/
