Hanna at JFK

I'm listening to JFK tower right now as Hanna bears down.  The winds are heavy from 130-140 heading, yet they are landing/departing on the 4's.  Why do you think they're not using the 13's?

Edit: And about 3 minutes after I type this, they switch.  I guess I'm still wondering why they didn't do it earlier.

It takes a few minutes to get the planes aligned on the new runways... if you don't need to coordinate with the other airports in the vicinity. If you need to coordinate your change in approach route with EWR, TEB and LGA that adds more minutes.

I also heard the "usual" JFK tower controller get really mad at a JetBlue guy for giving him flack about not knowing his sequencing...

I worked tonight & we at Approach questioned why we were still landing on 4R. After 3 a/c in a row missed approach, we changed to 13L. As you probably know, ILS13L is not something that is used very often because of its effect on other airports.
