How are the LGA ground control frequencies split up?

Back on Sunday I flew out of LaGuardia airport and noticed that they have three ground control frequencies:

121.7000 MHz
121.8500 MHz
127.6250 MHz

Is one frequency used as a metering frequency? It seems like 121.7 had the most activity while 121.8500 didn't have very much.
