IND winter weather

IND has very poor visibility and very poor breaking action reports.  A few minutes ago a controller reported an aircraft described breaking action as "Very, very. very poor."  Several aircraft shooting CAT 3 approaches.  Wind and visibility are worse at LAF, but there's not much traffic since most traffic here is VFR.  This is all as of about 930am Eastern.

Interesting.  I thought US part 121 operations prohibited (either by FAR or by airline operating procedures) landing on a runway if braking action was reported at poor or below.

Anyone with experience to offer clarification on this?

I think a pilot asked for breaking action on 5R but landed 5L where the breaking action was good.
