Why aren't archive recordings 30 minutes long?

On more that one occasion, I've looked up a recording on the archives, only to find that the recordings are shorter than the 30 min time span they cover, and the part I was interested in wasn't there. For example, today's 1630Z for KBVY is less than 15 min long. It covered roughly 1645-1700Z. Why does it not cover the entire 30 minutes?

Sometimes streams have transmission issues (due to internet routing or other problems) and that sometimes causes them to be shorter.

I understand. You might want to take a look at the archives for KBVY today. A surprising number of recordings are for exactly 14:40 or 14:48. Very few are longer than 20:00. So something is generically wrong with that feed.
