I have been to a couple of the Rochester Wings events in years past, so I have the answers right here for you.
First is will they use the same published frequencies as they do for normal operations.
Yes, for this event the standard frequencies, which are also the scanned frequencies offered by the KROC feeder, will be used.
2nd, will they be closing KROC for the duration of the airshow? If so, what happens to scheduled commercial flights into the field?
There is no "airshow" aspect of this show. The chaos comes from the continual arrivals and departures of the WINGs pilot attendees, Young Eagles volunteer pilots, and many of the pilots taking advantage of the free flight instruction offered that day.
Rochester has three runways, with the two larger, ILS equipped runways surrounding the north-based passenger terminal. The smaller, GA runway runs along the southern perimeter and the GA FBOS line this runway. Therefore, scheduled commercial flights will continue and be blended into the chaos.
3rd, it looks like they'll be offering a tour of KROC proper. If you're going to it are they going to offer a tour of the Tower as well?
I don't believe there are tours of the tower, presumably because the controllers will absolutely have their collective hands full that day, good weather permitting.
