"An Air Tahiti Aerospatiale ATR-72-500, registration F-OIQR performing flight VT-534 from Manihi to Fakarava and further on to Papeete (French Polynesia) with 17 passengers and 4 crew, was departing Manihi using flaps 15 and stabilizer trim set to 1.2 according to load sheet. When the captain attempted to rotate the aircraft, he needed extreme control forces and needed to ask the first officer to assist in the rotation. The first officer used trim to reduce the control forces. After the airplane became airborne the crew felt some sensation of the airplane floating and perceived the flight controls ineffective, however no further anomalies were observed during the climb and cruise portion of the 30 minutes flight. The crew decided for a long final to Fakarava's runway 05. During slow down and landing the crew again felt the controls were ineffective, but managed a safe landing.""The French Bureau d'Enquetes et d'Analyses (BEA) released their final report in French stating, that 221kg of scheduled and weighed cargo were erroneously loaded in the forward cargo hold zone 2R instead of rear cargo hold zone 3F and derived following lessons from the investigation:"From:
