Was listening more to JFK tower today, and noticed pilots ask for 13 R or the tower asks if they want 13R. Is it just closer to the aerodrome?

I think closer to the active gates but more so I think it's easier to see the runway on a VOR approach - which most of the 13 r/l seem to be.

13R/31L will be closing for 4 months.  Expect delays.
