He had a trainee who was not certified but could have worked in a emergency. Otherwise, the system worked as it's supposed to, he notified tracon to put things on hold and went to the bathroom. Sure it would be nice to have multiple fully certified controllers in a tower 7/24 but that's not likely to happen for funding reasons.
My question is this.. If the SWA or Lifeguard flight had an issue or a major emergency was declared at that field, what do the regulations state about what a non-certified trainee can and can't do? In general, I know they're extremely limited in what they can do under normal operations, but an emergency occurs and they are there, what would be their role outside of an observer?
