"The German Bureau for Aviation Accident Investigation (BFU) released their final report in German - later also in English - concluding the probable causes of the accident were:

- dimension and intensity of the thunderstorm frontal system as well as the dynamics of weather development
- insufficient use of resources available in decision making during the flight
- loss of landing alternates in increasing time pressure
- touchdown outside the operating area of the airport
- collision with an earthwall as result of non-recognition of the obstacle

Systemic causes:

- insufficient information about weather situation and development before and during the flight
- insufficient information available about special airfield Werneuchen because of ambiguous charts and unclear or missing communication
- faulty markings of operating/non-operating areas of the airport

The BFU released no safety recommendations as result of the 8 year long investigation.

The BFU stated, that the runway markings in Werneuchen did not meet required standards. The airport had been used as a Russian Military Airfield and featured a 2400 meter long runway then, that was later reduced to 1500 meters length, an earthwall was created across the runway. The old markings were not removed, the crosses showing the runway section disused had faded away. As shown on a video created by a police helicopter simulating an approach to runway 08 the following day the earthwall as well as the displaced threshold of the runway was not recognizeable from any distance on approach to runway 08, the markings before the actual runway looked like normal markings of an active runway."

I have attached some pics below of displaced thresholds. Note the big arrows, or red lights prior to the displaced threshold. Compare those to the pics of the runway at EDBW in the report. It's easy to see where the error was made.

Look at the bottom pic, Red lights indicate the end of the paved surface, arrow heads point to the displaced threshold, and green lights indicate where the threshold actually is.
