Runway visual range (RVR)

I listened to the KMIA approach/departure archive today, where I heard them say the RVR for runway 09 was 1200. Their runway 09 has an ILS, what goes first landing with ILS (all wheather landing) or the RVR rule?

I'm not positive, but I'm not aware of any rule in the FAR's that limits a minimum RVR for pilots to land in. However I know that every instrument approach has minimums. If the crew doesn't have the runway in sight by the time they reach their minimums they then are required to go around. An individual arline might have rules for a minimum RVR or there may in fact be FARs for the RVR, but still if they don't have the runway in sight by the "decision height" they have to initiate a missed approach and the RVR is irreverent.

The RVR must be given under a few circumstances, primarily whenever the RVR gives a reportable value, ATC must issue the RVR.  There are a few other instances when it is also to be given, depending on prevailing visibility or if there is a difference in reportable values from the touchdown, midpoint and rollout RVR sensors.  The RVR value will let the pilot know how far down the runway he can expect to see and also if they are even able to make the approach (depending on the pilot's rating and/or equipment in the aircraft).  So really they go hand-in-hand as it will determine whether or not the pilot is able to execute the approach based on the given RVR.
