The Perfect Feed

Does anyone on this list have the expertise to write audio buffering software or build audio buffering hardware?
With 2 (or more) scanners, each on a single frequency, it would be nice to buffer the audio of one while the other was active, then play the buffered audio when the other stopped. This would give a perfect feed with no loss of any communication.*
I've written a features wishlist if anyone is interested in creating either a hardware or software version.
*Various caveats.

If I could rephrase this, what is needed is a LiveATC - audio transmission controller, that takes arriving audio from multiple sources, delays some audio if more than one arrives at the same time, sequences them, and has them 'land' on the speaker/feed one at a time.
