1)  Do you mean for the NY 'tower' feed?  If this is what you mean, the tower scanenr monitor the tower frequency, in which the tower itself controls around 5 to 7 miles from the airport and the runway itself.  Further away from the airport, the planes are handed off/from to either departure frequency, arrival frequency and or ground frequencies.  Those are monitored on other feeds.

2) Yes, they do shut down the engine while waiting in line, most of them are advised by the tower though, if the tower think the wait time will be long.  They are advised in advance on when to start up the engine again once the line are beginning to move.  Main purpose is to save gas = $$ and the environment.

When using 13R, 22R, 31L, whey will form 2 lines for the respective runways. If you are in the line not moving, we shutem down.

Its more likely that you will shutdown during certain periods at night, for ex when all the international flights leave. During the day I dont think there is enough traffic to have to shut down.

I cant tell you how many times I have just had to sit on a 747 for over 2 hours... looking out the window without anything to do but sit in my seat

Jetpig is right, and he sounds like he knows what he's talking about, too.  They shut down all the time at JFK when there are departure stops, delays, and long lines.
