Weather - what does this mean?

I was looking at an accident report on the Aircraft Safety Network and it gave the weather as:

Weather at the time of the accident (13:36 UTC) was reported as: UUWW 131330Z 13005MPS 1000 R06/1000N SHSN VV003 M06/M07 Q1009 TEMPO 0700 +SHSN RMK 06511040 QBB100= (wind 130 degrees at 10 kts,

1) what do the letters and numbers mean?

2) is there a chart somewhere that a person can look at to interpret these letters and numbers?

that is a METAR aka a routine weather report.. there are online resources to decode these, but i dont know any off the top of my head.. ill decode it the best i can UUWW is the airport 131330Z 13th of the month at 1330 zulu 13005 is the wind 130 deg at 5 knots i dont know what mps is. dont know what 1000 is. shsn is showers with snow. vv003 is vertical visibility of 300 ft. m06/m07 is temperature/dew point in celsius. the m means minus. q1009 is the altimeter in the states its given in Hg, elsewhere as here its given in Mb. Tempo is temporary conditions +shsn is heavy showers with snow.. sorry i dont know all of it, hope that helps

13005MPS means wind direction 130 degrees, 5 meters per second = 10 kts
