I live in the Harrisburg, PA area.  I am able to pick up both ends of the conversation on the "Hi" frequency for ZNY in my area on 133.475, however I cannot hear the controller end of the conversation on the "Low" frequency of 132.20 which covers the same area.  Would anyone that is familiar with the transmitter sites for ZNY in the Harrisburg area know why this is happening.  You would think if I can hear the transmissions on the "HI" it would be the same for the "Low".  Thanks for any help.

The high and low sector transmitters frequently are:

1) Not co-located.
2) Not running the same output power level.

Supposedly both are transmitted from the same site located at Big Flat. Using another radio site located in the Washington DC area, you can sometimes hear the controllers on both 132.200 and 133.475, but very faint, and only when conditions are right. That was the case this morning, as I could hear the controllers on both these frequencies coming in about strength 1 (out of 5), both about the same strength. If you can just hear the controller in the Washington DC area on 132.200 I'm surprised you can't get them in Harrisburg ? How strong are you getting the controller on 133.475 ? DJ

Thank you both for your help.  I actually cannot hear the controller to well on 133.475.  Some days are better than others. It is in and out, but I rarely ever hear the controller on 132.20.
