Yesterday, I heard an IAD controller mention this runway is closed until November. Surprising, since it just opened recently. Anyone know why?

The point is 19R/1R is the runway that opened recently (last year actually) and not 19C/1C. However, the same question applies.

Just a guess, but maybe they are making some taxiways to get to and from 19R/1L.
It does not look like anyone was thinking about how to use this runway before they opened it.

The long closure is for the taxiway construction. It has been known all along that the center would be closed at some point for the construction.

It is a pain in my rear as well, over half of my flights have to reverse taxi and cross taxi from 19L on the south end, scheduled to reopen like 18 Nov or something. Really sucks during bad TS conditions.
