Bombardier Dash 8-Q400 landing gear gives problems

Looks like the landing gear for the Dash 8-Q400 is giving trouble.

With all these problems with the landing gear is there an authroity that can ground all of the aircraft of this type to investigate what the problem is or is it up to the manufacture or the airline?

It's usually up to the aviation authority of each country.  In the United States, the FAA can issue an airworthiness directive with specific operation limitations and restrictions that could ground aircraft until inspections and/or repairs have been completed.
